President Mugabe is visiting a primary school and he goes to one of the classes. They are in the middle of a discussion related to words and their meanings. The teacher asks the president if he would liketo lead the discussion on the word "tragedy".
So our illustrious leader asks the class for an example of a "tragedy".
One little boy stands up and offers: "If my best friend, who lives on a farm, is playing in the field and a war vet comes along and knocks him dead with a log, that would be a tragedy."
"No," says Mugabe, "that would be an accident."
A little girl raises her hand: "If a school bus carrying 50 children drove over a cliff, killing everyone inside, that would be a tragedy."
"I'm afraid not" explains the president. That's what we would call a great loss.
The room goes silent. No other children volunteer. Mugabe searches the room.

Finally at the back of the room a small boy raises his hand.

Cape Town has a wonderfully varied, and surprisingly, tolerant population. It's people come from many different backgrounds and some of its people have a sense of humour, as unique to them as the cockney's. Their wit and repartee are as sharp as any cockney wit. Unfortunately, those who are not familiar with the Afrikaans language will be unable to share in the humour, deliberate and accidental, of these colourful folk.

Picture the scene. A newspaper vendor is standing in a busy intersection in the main street of Cape Town selling the afternoon paper, The Cape Argus.
"A'gus, A'gus," he calls incessantly.
A 4x4 bakkie with a Free State registration pulls up at the robot . The burly, deeply tanned farmer leans out of the cab window and calls to the paper vendor, "Hey midnight, bring 'n koerant."

"Midnight" sidles over and they exchange money and newspaper. Then midnight steps back, looks the driver straight in the eye and says, "Djy roep
my midnight. Djy's nie so ver van quarter-to-twelve djouself nie."

A recent article from the Toronto Star, "the ICE idea", is catching on
and it is a very simple, yet important method of contact for you or a
loved one in case of an emergency.

As cell phones are carried by the majority of the population, all you
need to do is program the number of a contact person or persons and
store the name as "ICE".

The idea was thought up by a paramedic who found that when they went to
the scenes of accidents, there were always mobile phones with patients,
but they didn't know which numbers to call.

He therefore thought that it would be a good idea if there was a
nationally recognized name to file "next of kin" under.

Following a disaster in London . The East Anglican Ambulance Service has
launched a national "In Case of Emergency (ICE)" campaign.

The idea is that you store the word "ICE " in your mobile phone address
book, and with it enter the number of the person you would want to be
contacted "In Case of Emergency ".

In an emergency situation, Emergency Services personnel and hospital
staff would then be able to quickly contact your next of kin, by
simply dialling the number programmed under "ICE".

Please forward this to everybody in your address book. It won't take too
many "forwards" before everybody will know about this. It really could
save your life, or put a loved one's mind at rest.

For more than one contact name simply enter ICE1, ICE2, ICE3 etc.

HIV/Aids, malaria, diabetes and the December holidays: they'll all be the death of us, says Stats SA communications manager Trevor Oosterwyk in his analysis of the organisation's Mortality Report, released today

For any country, the health and survival of its citizens is one of its main concerns. Knowing a particular age group's chances of dying for either sex, how the risks have changed over time, and understanding the causes of death are crucial in building an accurate picture of mortality and forming the basis for effective policy planning to improve survival rates.

In South Africa, the objective of reducing mortality is reflected in the Government Programme of Action.

This programme identifies key areas of intervention and focuses on research and initiatives to reduce deaths from malaria, tuberculosis, non-communicable diseases such as diabetes, asthma and hypertension, and unnatural causes of death, as well as the ongoing concern of HIV.

Today Statistics SA released data on deaths registered in the country from 1997 to 2004. The data is organised by age, sex and year of death.

Not all deaths are registered, but there was a higher percentage of deaths registered between 1997 and 2004 than in previous periods. Statistics SA estimates that, in 2000, more than 80% of the deaths of those aged 15 and over were registered.

The release of the statistics on registered deaths between 1997 and 2004 marks a high point in the quality of official data on mortality in Africa.

Statistics SA has also released an extensive report on adult deaths in the country in the same period. This report analyses death rates by age, sex, year of death and cause of death for people aged 15 to 64.

The data on deaths of children from birth to the age of 14 is much more incomplete.

It is estimated that less than 60% of the deaths of children were registered for any year between 1997 and 2004, while the data for the deaths of those above 65 were distorted by age exaggeration.

The report's data on deaths by age, sex and year are adjusted to take into account the incompleteness of death registration.

The methodology used to estimate the percentage of deaths registered is the same as that used by Statistics SA to estimate the mid-year population and to estimate the prevalence of HIV. The same approach is used by UNAids and the Department of Health.

The application of this methodology is part of Statistics SA's efforts to become the country's preferred provider of quality statistics.

A key part of this effort has been to apply consistent and defensible procedures to produce mid-year population estimates, to estimate the percentage of deaths registered, and to estimate the prevalence of HIV by age and sex.

Starting with the mid-year population estimates for 2004, this new procedure was applied to estimate the population by age, sex and population group, and to estimate the population by age and sex for every province. This approach uses the United Nations Spectrum programme with the UN East Asian mortality pattern.

The values of the input parameters were determined from the start by consultation between Statistics SA, the Department of Health and UNAids.

Values for earlier years were recalculated after the production of the 2004 mid-year population estimates, using the same methodology. For the estimate of the percentage of deaths registered used in the mortality report, a consistent methodology was applied for the years 1997 to 2004.

The Statistics SA mid-year population estimates have been adopted by the departments of health, housing, social development, water affairs and forestry, and the National Treasury. The population estimates are important for assessing the state of service delivery and for projections of future needs and demands.

Beginning with estimates for 2005 ANC (Antenatal Clinic) data, the Department of Health has used the same methodology to produce estimates of HIV prevalence by age and sex.

The department and Statistics SA have consulted extensively with each other, and the input assumptions for a given year were the same whether applied by the department or Statistics SA.

Beginning with estimates for 2006, mid-year population estimates have been made by Statistics SA at the district council level. With the 2007 Community Survey, it is planned that mid-year population estimates will be made at municipality level.

There is an annual workshop to discuss the input assumptions for these estimates. All the estimates are published and available to the public, government and business.

The co-operation between Statistics SA, the Department of Health and UNAids, and the application of a consistent methodology across an increasing number of areas, helps ensure that analyses and conclusions based on the generated data are the result of real patterns in the data, rather than the result of differences in the assumptions used to estimate results in different areas or for different years.

This facilitates the development of policy based on actual levels and trends rather than on ungrounded assumptions.

One of the main findings of the mortality report is that death rates in South Africa rose between 1997 and 2004 for every five-year age group for each sex, except for males aged 15 to 19. Some of these increases are large. The death rates more than tripled for females aged 20 to 39 and more than doubled for males aged 30 to 44.

Increases in death rates were smaller for the young and old. For each sex, for those aged 15 to 19 and 55 to 64, death rates between 1997 and 2004 increased by 20% or less.

Overall death rates from infectious diseases more than tripled for males and increased almost five-fold for females between 1997 and 2004. A large part of this was due to HIV.

HIV death rates have a distinctive age pattern: there is an increase in a given age and then a rapid decline at older ages. This peak occurs between the ages of 30 and 34 for females and between 35 and 39 for males.

According to the report, many HIV deaths are registered with some other cause of death. Based on the age pattern of death rates by sex, it is likely that a high proportion of deaths registered as death by parasitic diseases, parasitic opportunistic infections, certain disorders of the immune mechanism and maternal conditions (females only) are actually caused by HIV.

The report said this non-reporting of HIV deaths probably concealed how many actual deaths resulted from HIV given the age pattern of death.

Some registered causes of death rise to a peak with age and then decline at older ages more slowly than HIV, especially for males. For these causes of death, the report says, some of the deaths are likely to be from HIV. Other causes of death include infectious diseases, tuberculosis, malaria and nutritional deficiencies.

A major challenge for researchers is to find a reliable method of determining what deaths with a registered cause of something other than HIV are actually caused by HIV. Until that has been accomplished, the report says, it is not possible to count the number of HIV deaths by age, sex and year of death.

There was virtually no change in overall cancer death rates for either sex between 1997 and 2004. Cancer death rates declined for those aged between 50 and 64.

Non-communicable diseases caused a large portion of the deaths of older people. Increases in deaths from non-communicable diseases are a concern throughout the world.

Overall, death rates from non-communicable diseases increased by 45% for males and by 60% for females between 1997 and 2004. For each sex, the death rate from cancer, stroke and other circulatory causes combined rose by 12% between 1997 and 2004.

There is concern over malaria deaths, especially as drug-resistant strains of the disease have become common.

Overall malaria death rates rose between 1997 and 1999 and declined between 1999 and 2004. The overall death rate from malaria in 2004 was 45% higher than the 1997 value for males, however, and the overall death rate from malaria in 2004 was 93% higher than the 1997 rate for females.

Diabetes is also a great concern, the report says. The adoption of a Western diet, with large amounts of fat and few fruits and vegetables, led to overweight and obesity.

This increased the risk of Type II diabetes, which can be fatal if not effectively treated. Death rates from diabetes and obesity rose for each sex between 1997 and 2004.

Female death rates were always higher than male death rates, but the gap between the sexes narrowed over time.

Death rates from unnatural causes changed little between 1997 and 2004, the report finds, although these declined at the ages of 15 to 19 and at older ages.

Unnatural causes of deaths are homicide, suicide or accidents. Unnatural cause deaths are sometimes called external cause deaths, violent deaths or injury deaths.

The risk of unnatural deaths had large variations across the seasons, said the report. The risk of an unnatural death is 25% higher on any given day in December than on a day in other months. The holiday period is especially risky for unnatural causes of death, including deaths from firearms, knives, transport, drowning and falls.

The number of homicides has declined since the late 1990s, says the report. Homicide rates, however, remain high for males aged between 35 and 39.

Homicide accounts for most unnatural deaths of males aged between 35 and 39. Male homicide rates are about six times higher than female homicide rates.

The findings in the Statistics SA adult mortality report give a more complete picture of the level and causes of adult deaths than has previously been available.

The report also draws attention to a number of questions needing further research.

It highlights particular threats to the South African population, including the effects of diet (as shown in increasing diabetes death rates) and the risks of unnatural death in the December holiday period.

Ek lees baie gereeld Sbu Mpungose se artikels wat sy skryf vir News 24, sy toon ‘n insig en openbaar ‘n anderkant van die swart Suid Afrikaanse man wat ons nie geredelik toegang het nie. Maar hierdie artikel is erg verontrustend, maar weereens beklemtoon dit hoe onnosel en misplaas is die regering se vigs kampanjes. Dit het geen invloed op die swart manlike bevolking in Suid Afrika.

It's official. Out of an estimated 5.2 million people who are HIV positive in South Africa, none of them are men.

Simply mention, even in passing, HIV to any black brother and you will be met by strong denials – "Hayi, mina I don't have Z3/ bioslim / okumhlophe/ Hlengiwe Ivy Vilakazi and so on."

Men, for some bizarre reason, cannot call the virus by its name. I swear it's as if by the mere mention of it they will simply get infected.

Strangely enough none of them are HIV positive, even though many have never been tested. I was sharing with colleagues how terrified I was when I went for an HIV test when a male colleague proudly announced that he doesn't have that "shandis" (that thing).

All his girlfriends (I didn't bother to ask how many) have healthy babies! "Sho sho mfana," a couple of male colleagues said, congratulating their friend on his HIV negative status. Inexperienced with this method of "testing", I asked them what he meant.

I was schooled that if a guy needs to find out his status the best way is to get a "fresh" girl and impregnate her. If the baby turns out "fine" and the mother is still breathing and shows no signs of weight loss after a couple of months after the baby's birth, then kumoja (it's alright).

This new lease on life gives the guy a stamp of approval to continue gallivanting. Months later another victim would be organised to make sure that he is still "clean" and on the right path. And if the baby turns out to be positive, I asked.

The shocking response was that it can never happen, because if you choose the right girl (meaning she must be a virgin, church going or fat) you can never get it. Apparently, these young women are immune from getting infected.

If by some stroke of bad luck he starts losing his appetite, sweating at night and gets idrop (a sexually transmitted disease), the young girl is to be accused of witchcraft.

Most men can never face up to the fact that they are positive. To be fair, it's not easy for any human being. It's just that men always find someone to blame for the promiscuous behaviour, which leads to this harsh reality.

A family member (depending on who he hates the most), an easy-target neighbour or indeed one of his many girlfriends, will be accused of witchcraft.

Thousands of rands will be spent on so-called sangomas who will do their best to out the evil person who has placed a "speed trap" (a curse called umeqo in Zulu, which the victim has to step over to catch it) on him.

I think I should have called the police to arrest those men. But then again, the police would have to arrest millions of brothers who believe in this method of testing. A woman is never safe, I conclude.

Back in the day we were used as fertility testers by men who were unsure of their childbearing efforts. Now men can joyously test their HIV status. Pathetic!

Dit was my eerste August bank holiday Monday wat ek af was sedert ek in die land ingekom het. Ek is bly ek het karnival toe gegaan. Wat 'n belewenis. Die aanvanklike doel van die karnival is beklemtooning van die karibiese eiland kulture. Die karnival word gehou sedert die vroee sestigs en het deur die jare gegroei tot een van die grootste straat partye in die wereld, definitief in Europa. 'Axe Manto to save lives don’t axe her PROSECUTE her FOR MURDER'

The Independent Democrats' call for Health Minister Manto Tshabalala-Msimang's dismissal is about saving lives, not egos, says ID leader Patricia de Lille.

De Lille was responding to the health ministry's swipe at her on Monday for urging Tshabalala-Msimang's sacking.

"I am humbled by the deaths of our people, not by a person with a title she doesn't deliver on.

"While Tshabalala-Msimang's media release was obviously written in the hope that this would become a personal fight, the minister's ignorance of her own department's statistics is further proof that she must go," De Lille said.

The ministry said, among other things, if De Lille "has ambitions of becoming an important player in the country's political landscape", she should at least try to get the basic facts right before making public statements.

It went on to ridicule her accusation that the ministry had failed to meet the target of putting 53 000 people on antiretroviral (ARV) therapy.

In her response, De Lille said: "In fact, that 53 000 she talks about was the deadline for March 2004, which was over two years ago and, as we know, the minister missed it.

"And my information comes straight from the health department's very own Operational Plan for Comprehensive HIV and Aids Care, Management and Treatment for South Africa."

By now, according to the same department plan, close to 380 000 people with CD4 counts below 200 should be on ARVs, she said.

However, only around 160 000 people were actually being given them.

Saying South Africa had the highest number of people on ARVs in the world might sound impressive, but to do so when the country had the second highest number of infections in the world was meaningless, De Lille said.

"Besides the minister's costly failure on that score, ask her if - as any manager should - she can provide proper stats, like how many of those on ARVs have adverse affects, or whether she can provide a gender or age breakdown of those on ARVs.

"'The answer to that is no. But I know a few stats myself. For instance, less than 15% of our HIV-positive women who give birth are accessing MTCT (mother-to-child-transmission prevention).

"The minister talks about beetroot, garlic and lemons, when most of our people are living on pap and cabbage. There is no scientific evidence that ARVs can be replaced by garlic, lemon and beetroot.

"If the department of health is not functioning then their manager is not functioning. We need a new manager," De Lille said.

The Democratic Alliance and the Treatment Action Campaign have also been vehement in their calls on President Thabo Mbeki to fire Tshabalala-Msimang for failing in "almost every aspect of her job".

CONVICTED CRIMINAL APPOINTED SA ARMY LEGAL BOSS

PRETORIA - The newly-appointed director of prosecutions in the defence force's legal department who has to make decisions about prosecuting soldiers, himself has a criminal record. Shockwaves rippled through military legal circles the past week after the appointment of Brigadier General Ernest Zwane, 40, was announced.

He replaces Brigadier General Annemarie Myburgh, the first female senior military judge, who became a general in 1999.Zwane was found guilty in November 2005 of two charges of fraud after he claimed to have qualifications from Fort Hare University, among other claims. He was also found guilty of illegally possessing a firearm and ammunition.

Zwane was sentenced to five years' imprisonment on the two fraud charges. The sentence was suspended for five years. For illegally being in possession of a firearm he was fined R4 000 and R1 000 for the ammunition contravention, or 18 months' imprisonment.

Zwane and another defence force general, Brigadier General Petronella Mari, both employed by the SA Military Health Services, were caught by the Scorpions in November 2002 in an investigation into state officials with fake qualifications. At the time of his arrest and until quite recently, Zwane was in the defence force's legal department support service which controls the department's budget.

Defence Minister Mosiuoa Lekota approved Zwane's appointment after the appointment of directors in the legal services department dragged on for more than five months. One of the reasons was apparently because the former directors were not representative enough.
Defence force legal practitioners said Zwane's appointment has far-reaching negative implications for the efficient working of the military judiciary.

The lack of qualifications was apparently mentioned in a discussion of his appointment because he didn't require any legal qualifications in his previous post. It was apparently said at the time that it was sufficient if a candidate just had the necessary potential.

In his new post he will be in control of all military prosecutors and they will appear under his authority.
A military legal official told Beeld this could technically mean that a prosecutor's competence could be questioned in court.It also means policy guidelines could not be enforced if Zwane writes them, because these guidelines must be written by a legal practitioner.

Daar is nie woorde om dit te beskryf nie, anders as dit wil ek kyk of 'n mens nie by die hof in Den Haag, 'n massa moord saak kan open teen Mbeki en sy minister van gesondheid 'n ene Dr. Manto Tshabalala-Msimang. Die negatiewe publisiteit wat Suid Afrika vandag hier in Britanje ontvang het as gevolg van die Suid Afrikaanse regering se beleid op Vigs is ongekend.

Woorde soos, MAL, Veragtelik, ens, word in die nuus berigte gebruik om dr. Manto Tshabalala-Msimang te beskryf. Vir eens is dit 'n raak en ware beskrywing.

Hierdie is 'n uittreksel uit Stephen Lewis die VN verteenwoordiger by die Vigs konferensie se afsluitings toespraak op die kongres.

There are those who will say I have no right, as a United Nations official, to say such things of a member state. I was appointed as Envoy on AIDS in Africa. I see my job as advocating for those who are living with the virus, those who are dying of the virus - all of those, in and out of civil society, who are fighting the good fight to achieve social justice. It is not my job to be silenced by a government when I know that what it is doing is wrong, immoral, indefensible."

AIDS activists have long criticized South African President Thabo Mbeki and his government for being in a state of denial over AIDS while ignoring scientific and medical evidence long accepted by the rest of the world. Mbeki has attempted to have Lewis fired from his envoy position over previous criticism of his government.

But Lewis was unapologetic Friday.

"There are those who say I have no right, as a United Nations official, to say such things of a member state,"he said. "I see my job as advocating for those who are living with the virus. It is not my job to be silenced by a government when I know what it is doing is wrong."

Kort tevore het joernaliste die organiseerders aangevat omdat daar geen anti-retrovirale medisyne in die uitstalling was nie. Werknemers van Khomanani het minute voor die stalletjie se opening twee botteltjies ARM en ’n botteltjie multivitamiene gaan haal en dit bygevoeg.

Mnr. Paddy Nhlapo van Khomanani het gesê dit was hul plan om verskeie ARM-produkte uit te stal, maar dat sy koffer met dié middels tydens sy vlug weggeraak het.
Moultrie was woedend omdat die minister haar toespraak reg voor die knoffeluitstalling gehou het.

Toe een van die regeringsamptenare daarop sinspeel dat hy nie van Suid-Afrika is nie, het hy gesê hy woon in Johannesburg en is een van die bestuurders van die departement van gesondheid se vigsprogram wat sowat 2?500 kinders by 12 persele in Gauteng met ARM behandel.

Die minister het in haar openingstoespraak gespog oor die stabilisering van Suid-Afrika se MIV-voorkoms en gesê daar is tekens dat die jeug die regering se boodskap gehoorsaam om hulle te weerhou van seks en kondome gebruik.

Mnr. Mark Heywood van die Treatment Action Campaign het in reaksie gesê die vlak van gedragsverandering by mense is egter heelwat laer as hul vigsbewustheid. Hy het gesê dit is onwaar dat die epidemie se stabilisering dui op die regering se suksesse.

“In 1997 is 318?000 mense in Suid-Afrika dood aan verskillende oorsake, volgens Statistieke Suid-Afrika. Teen 2004 het dit gestyg na 567?000.
“Dit is ’n dramatiese en skokkende styging in sterftes. Ons is nié in beheer van die Suid-Afrikaanse vigsepidemie nie.”
Talle kenners het die afgelope paar jaar daarop gewys dat sterftes daartoe kan bydra dat die MIV-voorkoms in die land stabiliseer, omdat meer mense begin sterf as wat nuwes met MIV besmet word.

GESEENDE KERSFEES

Dit is met groot lawaai dat twee van die grootste afdeling winkels gister hul kers verkope kampanjes geloods het. Die een winkel is Harrods, wat gister op 'n opervlakte van oor die drieduisnd vierkante menter hul CHRISTMAS WORLD met 'n kersvader geopen.

Insigewend is die nuus van die kers inkope kampanje was nie in die gewone nuus geraporteer maar het groot bohaai gemaak in die finansieele nuus blaaie. Dit is nog 138 dae tot kersfees en vir mense soos ek , wat nie dae kan tel dit is nog so amper 5 maande tot kersfees. Hierdie kampanjes som vir my op die betekenis van kersfees in die sekulere wereld. Net nog 'n sake transaksie

Mag ons wat glo, nooit die werklike betekenis van die geboorte van Jesus vergeet, en dat ons elke dag sal vier ter ere van sy oorwining vir ons die sondaars.

Hallo SA!
Ek het vanoggend wakker geword en weereens die tannie van 87 jaar met haar hospitaal-karretjie die pad sien afstap... stoksielalleen soos sy elke oggend doen. Die ander pasiënte stap met hulle pajamas bedags deur die woud vir oefening en vars lug...sonder angs.

My seuntjie se klassie was laasweek die hele week in die woud alleen saam met twee juffrouens; elke dag vir drie ure sonder enige sekuriteit en angs... hulle het vissies gevoer, bruê gebou en alles omtrent die veld en woud geleer... mense swem tans in die verwoede somertemperature sommer in riviere... sonder angs.

Wanneer ek en my man 'n aandjie uit geniet, ry die babaoppasser per fiets na 23:00 huistoe... sonder angs. Kinders stap elke dag alleen skooltoe, sonder angs. Inteendeel hier is daar nog tyd dat die verkeersafdeling van ons dorp die kinders self aan die hand neem en oor die pad help...

Ons het geen diefwering, elektriese heining, of 'n alarm nie... en hier bestaan nie iets soos 'n maandelikse uitgawe na een of ander vorm van sekuriteitsmaatskappy nie... inteendeel hier bestaan nie iets soos 'n muur nie... almal se erwe loop in mekaar in ...

Daar is ook nie iets soos 'n afgebakende groep huise wat met een of ander wag by die hek die mense so te sê "oppas" nie...

Die meeste mense se motors staan die heeldag orals in die strate want hier is eenvoudig nie plek vir garages nie ... en geen ruit word oopgebreek by 'n robot nie... my handsak lê oop en bloot op my sitplek bedags!

Tannies ouer as my ma, ry per fiets winkel toe, groet mekaar en los sommer die fiets (baadjie en al) voor die winkel om die dag se groente te gaan koop...

Ek kan alleen by die huis bly wanneer my man in die buiteland is, en enige tyd in die nag opstaan, kombuis toe loop om 'n kind dalk hoesmedisyne te gee ... sonder angs ...my buurvrou lê in haar bikini en slaap op haar stoep, en al die deure staan oop... sonder angs.

So kan ek dit vir julle opnoem... Hier waar ons bly is nog tyd, respek en reëls!! En die beste van alles is, ons is veilig.

Klink soos 'n brief uit die hemel...is daar nog so 'n plek?

Ja, maar waar ons rus gevind het is meer as 10 000 km ver weg uit Suid-Afrika! Ons bly in die suide van Duitsland. En as enige iemand dink so 'n getrekkery oor die water die vreemde in is maklik, praat gerus eers met my. En nee, ons het nie geemigreer nie, ons is tydelik hier . . . want tans is my land waarvoor ek so lief is, nie meer veilig vir my en my kinders nie.

Ons reis baie, en is bevoorreg om baie lande te kan sien. En waar ek oral was, selfs in Duitsland, kan mense ons nie glo as jy hulle vertel hoe ons in Johannesburg gelewe het nie...Soos die Duitsers sê: "Das ist verruckt!" (Dit is totaal banaal/ absurd) Ek was moeg om my seuntjie in sy bed te sit en om dan weereens te bevestig dat die alarm wel gestel is...op sy vraag wat sou gebeur as die alarm wel afgaan, kon ek maar net dit wegpraat...want die hemel weet, die alarm kan maar afgaan, dit gaan niks aan ons veiligheid doen nie...

Is daar nog enigsins 'n dorp of plek wat veilig is? Almal, maar almal ken iemand wat vermoor is... ek lees in die koerant dat daar vanaf die 12 de Julie 'n totaal van 422 mense in Libanon en 42 mense in Israel in die huidige oorlog dood is... hoeveel word nie bedags in Suid Afrika vermoor nie? Is Suid Afrika nie in 'n veel erge oorlog betrokke nie? Ons moet dit eenvoudig aan die wêreld vertel...

Ek is genooi om as spreker op te tree by die Wêreld-biddag vir vroue wat vanjaar op Suid-Afrika gefokus het... en was geskok oor die onkunde van die wêreld oor Suid-Afrika... hier op televisie sien en hoor 'n mens net een ding.....vigs en Mandela!!! Wat op aarde is fout mense?

Suid-Afrika is so 'n pragtige land met so 'n ryk kultuur, maar dit alles beteken niks as 'n mens nie die veiligheid van jou landsburgers kan waarborg nie.

Ons mense wat in die buitland bly, lê snags wakker en wonder of ons geliefdes nog lewe... as ek een wens vandag het, dan is dit om alle kinders en mense wat elke dag so hard probeer om vooruitgang in Suid-Afrika te bewerkstellig, saam met my weg te neem na 'n veiliger plek. Dis baie makliker om eenvoudig oor te begin.

Ons het pas hier die Wêreldbeker-sokker aangebied... en mense, daar was nie een haartjie uit sy plek nie... ons kan dit eenvoudig in Suid-Afrika nie vir die buitland waarborg nie. Dit help nie eers om iemand die skuld te probeer gee nie. Ons moet eenvoudig almal begin saamstaan en aan oplossings begin dink.

En dit geld elke Suid-Afrikaner waar hy of sy hom/haarself tans oor die wêreld bevind. Ons was 10 jaar gelede 12 egpare in ons Bybelstudiegroep, en slegs een paartjie is nog oor in Suid-Afrika...die res almal weg! En nou praat ek nie eers van ander vriende en familie wat ook "weg" is nie...

Gaan vanaand en stel jou self bekend aan jou bure. Ken mekaar, breek alle skanse af. Bied jou hulp aan by die polisie. Hier in Duitsland ken ek meer mense in my direkte omgewing as wat ek in my hele lewe in Suid-Afrika geken het. Ek het nog nooit soveel hulp en vriendelikheid ontvang nie. Mense stap eenvoudig oor en hou nie op met bel en vra tot jy sê dis nou genoeg nie.

Maar elke ou hier rond is omtrent 'n vrywillige polisieman!

Hier is ook probleme en duisende goed wat my eenvoudig nie aanstaan nie, maar die mense is veilig. Tans is daar 'n groot projek om Duitsland se grense te versterk ...nie soos Suid Afrika wat die totale Afrika se mense 'n lê-plek aanbied nie... hier het ons 48 uur gehad om onsself aan te meld by die plaaslike polisiestasie. (Ten spyte van die feit dat my man se werkgewer hom hierna toe gestuur het). Hier loop jy as buitelander elke dag met jou paspoort by jou...

Armoede en klasseverskil is orals in die wêreld. Maar die totale chaos en absurde moorde onder al die kleure van die reënboog in Suid-Afrika is verregaande! Hoe kan enige vooruitgang gemaak word as mense mekaar nie vertrou nie? 'n Mens is te bang om jou buurman te groet!

Nee, mense, die res van die wêreld leef nie so nie en dis tyd dat ons dit moet vertel! Ek het.

Dit was 'n gewone Sondagmiddag. Oom en Tannie Dercksen, 82 en 78 jaar oud, het soos gewoonlik die middagmaal geëet op hulle plot in Benoni.
Daarna, soos hulle die 70 jaar daarvoor gemaak het, het hulle gaan lê. 'n Man het verby geloop en besluit hy wil die kos wat op die tafel oorgebly het steel. Aanvaarbaar.

Hy het uitgegaan en dit op die sypaadjie gaan eet. Toe besluit hy dat hy ook die TV en ander elektriese goed kan steel en verkoop.

Maar die ou oom, my pa se broer, word wakker en betrap hom op heter daad. Die skurk gebruik 'n tafelmes en steek Oom Ben daarmee dood.

Hy laai hom op 'n kruiwa en gaan gooi sy lyk agter in die plot toe onder strooi.

Bloeddorstig keer hy terug, want hy moet die TV gesteel kry. Hy kry die tannie in die kamer en vermoor haar met 'n elektriese koord. Ook haar lyk word op die kruiwa gelaai en na dieselfde plek weggestoot.

Binne ses maande het ons twee Toyota-bakkies verloor, 'n poging om ons HiAce te steel is gefnuik, groot skade is gely met drie inbrake by ons kantoor en ons huis.

Toe besluit ons dis genoeg en ons emigreer. Nou, na 10 jaar in die vreemde, het ons nog nie 'n sleutel vir ons voordeur nie, vir geen deur in die huis nie. Ja, misdadigers kom in elke gemeenskap voor, maar hier is hulle so skaars dat ek nie eers my huis sluit as ek vir 'n naweek weggaan nie.

En niemand in SA wil my glo nie. Kom kuier en kyk gerus self.

Die Waarde van die regte Woorde

Ek het nou al voorheen geskryf van hoe gou hierdie klomp moerig kan raak , as iets verkeerd loop op die openbare vervoer stelsel.

Nou die Jubilee moltrein is die enigste een in London waar daar 'n deur is tussen die platform en die trein. So die trein bestuurder moet die trein presies regoor die deure op die platform parkeer anders kan jy nie op of af klim van die trein.

Ons kom op die eerste stasie en ons skiet verby die posisie waar die deure gekalibreer is om saam oop te gaan . Die trein bestuurder moet met groot moeite terug in tru rat beweeg. Nou dit vat tyd. Ek kyk rond en ek sien die manne is onmiddelik moerig.

Ons kom op die tweede stasie en daar gebeur dieselfde ding weer. In elke kompartement is 'n nood interkom stelsel wat jy met die trein bestuurder kan praat. In 'n oogwink is een ou op die interkom stelsel , kan die bestuurder dan nou nie eers 'n F%& EN trein reg parkeer nie.

Die bestuurder kom nou op die openbare luisdspreker , en vra vir almal om kalm te wees en geduldig hy het 'n probleem.

Toe die trein bestuurder begin praat kon jy duidelik aan sy aksent hoor hy is van iewers daar in sentraal afrika. Dit lei ook sommer toe tot klomp rassitiese opmerkings in die kompartement.

Nou kom ons op derde stasie en daar gebeur dit toe weer. Maar glo my voor enige iemand iets kon se toe kondig onse afrika broer aan oor die luidsperker stelsel.

" Ladies and gentelman this is a honest mistake accident". Nou het afrika broer almal uitgeboul , want sien hy het elke hoek van waar 'n aanval kan kom gedek. Dit is eerlik, dit is 'n fout en dit is 'n ongeluk.

Die resultaat nie een woord van enige passesier , en vir my , hy het my laat wonder hoeveel honest mistake accidents het ek al in die lewe gemaak.

British pupils attacked in SA

Police were on Monday still investigating an attack on 11 British schoolchildren who were robbed of R10 000 and ten cellphones in Honeydew early last week, West Rand Police said.

The pupils are part of a group on a rugby and netball tour in South Africa.

"The pupils were having a farewell party at a house in Honeydew on Tuesday about 23:00 when eight men attacked them," said Captain Siphiwe Ndlovu.

The men were armed with two handguns, two knives and two garden spades.

"They assaulted the owner of the house and the children before taking their handbags and cellphones," said Ndlovu.

The robbers also took two laptops and a computer and fled.

The children did not sustain serious injuries.

Participative Management, Motivation, Job Design

Introduction:
In the last century a plethora of management, leadership and motivation theories have emanated. Managing the relationship between employer and employee has been the subject of a significant amount of research.

The typology of the management theories practises and thought that dominated the first half of the previous century could be classified into two schools of thought. Theories and thoughts that have an enduring influence on management till today namely; The Scientific management movement (Taylorism: 1911) approach and the subsequent Human Relationship school (Elton Mayo’s Hawthorne studies: 1932) approach.
Participative management has been around a long time with some of its foundation elements going back to the 1920’sand 1930’s. In later years the themes were formalized and popularized by behavioural scientists such as Blake and Mouton’s managerial Grid, Macgregor’s Theory X and Theory Y, Lickert’s four-model leadership systems and Peter Drucker Management by Objectives. The central idea of participative management is that empowered employees will feel better about their jobs and be more productive.
Management of the employee relationship has been subjected to constant and significant changes, the last forty years. Technology, globalisation, and the speed at which information is available, the intellectual maturity of the employee and the endless restructuring of organisations, created an organisational environment in constant change. The evolutionary paradigmatic shift in the organisational social power towards a more nonlinear and more participative nature causes the re-evaluation of the manager’s role, the manager’s job description, the employee description, the employee job description, the employment contract and the employee psychological contract. This re-evaluation necessitates an understanding of the principles of participative management, motivation and the re-design of jobs.

Definition of Participative management:
In the absence of a single universal definition of Participative Management the common practice is to apply an analysis of the general semantics involved in an attempt to define the notion. To define participative management one must firstly look at the definition of management.

Mary Parker Follet (1925) described management as an art most probably because Management’s historic origin is from the old French word m?nagement meaning “the art of conducting, directing.” (Wikkipedia, 2006) John Adair describes management from the basis of the Latin word manu agere “to lead by the hand”. (Adair, 1990: 60)

Secondly one has to analyse the word “participative“ in the management context which means to participate, share or to co-operate. The word participative emphasise a bi lateral contribution to the goal or objective.

The principle object of management should be to secure the maximum prosperity for the employer, coupled with the maximum prosperity for each employ?. (Taylor, 1911: 1)

When you put the two words together i.e. Participative and Management you get a management style based on participation which involves the employees, it involves a process of sharing information and sharing in decision making and it involves a combined effort to attain organisational goals.

An acceptable definition for participative management could then be: “An art of management and technique whereby the goals, actions, direction and control of the organisation are shared between management and the employees for the purpose of maximum prosperity for all. “

Evolution of Participative Management
Participative management is the prodigy of a synthesis of several management, leadership and motivational theories. Participative management is focused around the attaining of organisational goals, sustainability and competitiveness.

Fredrick Taylor’s 1911 Principles of Scientific Management suggested that a worker was only motivated by money. Taylor was the founder of time in motion study and suggested that tasks should be made as simple as possible for the worker. This would have the effect of increased production and increased earning capacity for the workers through the introduction of piece working. The major elements of this style of management were, control, command and compliance. But this approach had obvious side effects. Principles of scientific management equate the employee’s role to the same role as the machine. The workers did not have to think and the manager just had to control. Critics saw these principles as the dehumanising of the worker. This criticism evolved into enlightened approach to management after the findings of research, referred to as the Hawthorne Studies by Elton Mayo from 1924 to 1932 was published. This study concluded that employees are not motivated solely by money and employee behaviour is linked to their attitudes. (McNamara, C: 1999)

The Hawthorne Studies conducted during the 1920 and early 1930’s by Elton Mayo discovered and began the Human relations approach to management, whereby the needs and the motivation of employees become the primary focus of managers. Mayo took six women from the assembly line, segregated them from the rest of the factory, place them under the supervision of a non authoritarian type of supervisor. Mayo changed their working conditions constantly studying the effect of these changes on productivity. In the process he stumbled upon a principle of human motivation that would revolutionise the theory and practise of management. This shift in focus lead to a more participative type of management styles, the redesigning of jobs as management attempt to acknowledge this needs and start experiencing the positive effect of motivation on productivity. (Robertson: 1987)

The Participative Management Environment
Instead of imposing on the employee the manager would rather be responsible to create an environment for employees to achieve their own goals in line with the goals of the organisation. This is very difficult because the traditional security manager is an authoritarian with some militaristic background and they find it extremely difficult to let go of authoritarian management traits. The key to this environment would be the presence of factors conducive for participative management.

Characteristics of a motivating environment are:
1. The employees have a realistic understanding of the links between effort and performance, i.e. they know how hard they need to work to reach various levels of performance.
2. Employees have the competence and confidence to translate effort into performance. Control systems are introduced only when necessary.
3. Performance requirements are expressed in terms of hard, but attainable, specific goals. Employees participate in setting goals.
4. Feedback to employees is regular, informative and easy to interpret.
5. Employees are praised for good performance.
6. Rewards including pay are seen as equitable.
7. Rewards are tailored to individual requirements and preferences.
8. Employee psychological and physical well-being is recognized as important.
9. Productivity is recognized as important.
10. Jobs are designed, where possible, to maximize: Skill variety of work, Task identity,
Task significance, Autonomy, and feedback. (Robertson: 1987)

Manifestation of Participative Management
At the individual level participative management means an employee participates in the decisions that need to be made about the work he or she does. This seems quite simple and basic, but it is not because the nature and depth of participation can vary along several dimensions and differs from organisation to organisation.

The normative for participative management programs in organisations can loosely be described as from fully integrated participation programs, sectorial participation programs, pseudo participation programs to the total absence of any participative programs. Fully integrated participative programs function on the basis that all relevant actions, discussions and decisions are shared. There exist fully integrated two way communication channels.

Rensis Liekert published The Human Organisation in 1961, in which he classified management styles into four categories: authoritarian, benevolent, consultative or participative. The benefits of the participative style for Liekert represent the ideal.

There is a large array of positive participative management techniques available for the manager. Theories like Douglas McGregor Theory X and Theory Y, or managerial programs like Quality Circles, Self Managing Teams, Total Quality Management and Management by Objectives, Virtual Teams are just a few examples.

Douglas McGregor Theory X and Theory Y:
McGregor’s X-Y theory has an element of uniqueness in that it is commonly referred to in both the fields of management and motivation. It is this cross over ability which makes it a valid basic principle from which to develop positive management styles and techniques that could lead to fully integrated participative management programs.

Douglas McGregor was an American Psychologist. Building on Abraham Maslow’s motivation theory of hierarchy of needs, McGregor formulate two opposing assumptions about human nature and motivation. These assumptions he articulated as Theory X and Theory Y. Theory X assumes the average person dislikes work and will avoid it he/she can.

Therefore most people must be forced with the threat of punishment to work towards organisational objectives. The average person prefers to be directed; to avoid responsibility; is relatively un-ambitious, and wants security above all else. Theory Y assumes effort in work is as natural as work and play. People will apply self-control and self-direction in the pursuit of organisational objectives, without external control or the threat of punishment. Commitment to objectives is a function of rewards associated with their achievement. People usually accept and often seek responsibility. The capacity to use a high degree of imagination, ingenuity and creativity in solving organisational problems is widely, not narrowly, distributed in the population. In industry the intellectual potential of the average person is only partly utilised. (Chapman: 2006.)

To categorize the two theories by their key characteristics one can say. Theory X is an oppressive, repressive type of style with very tight controls, no development and no creativity and that would make it an authoritarian type of management style. This style is very prevalent in the security industry. Theory Y being an enlightened view, empowering people, developing people, giving responsibility to people would be classified as a participative type of management style.

Mark Davies (Honda UK) in answering the question; what is the job of a leader he explains. “In Honda everyone is expected to be a leader and to take responsibility for their part of the business, bringing forward ideas and suggestions on how to improve. That is a great system and makes for forward –thinking. Creative environment just what Mr Honda advocated.” (Leary – Joyce. 2005)

It is clear when analysing Davies words, everybody takes responsibility, everybody brings ideas forward and that there is a thriving participative and creative environment in Honda as been envisage by its founder Mr Honda. Honda is achieving a top ranking year after year in The Sunday Times list of one hundred best companies to work for. This status quo can be attributed to the participative nature of the management style that exists in Honda. Managers and employees in Honda could be classified as Theory Y type of personalities in their attitude which ensure Honda’s, competitiveness growth and sustainability.

Quality Circles.
One of the most publicised aspects of the Japanese approach to quality management is the idea of Quality Circles or Kaizen teams. Quality circles are a communication channel through which the lowest level of employee in the organisation can participate in the improvement of product quality or service, by providing a creative input or suggestions. Quality Circles or Kaizen can very easily and with great success be introduced in any security management plan.
Kaizen is a Japanese word meaning “improvement.” The quality circle or kaizen team constantly seek to achieve this objective. The car manufacturer Toyota in its Kaizen program claims to get more than one million ideas a year from their workers. The Japanese have not invented one element in the process of photography, yet they dominate the market. This is because thousands of little innovations through kaizen have steadily improved the camera. (Macdonald, 1993: 10).

Self Managing Teams or Autonomous Work Groups
Self managing teams or autonomous working groups carry participative management to its logical conclusion. Not only is the job enlarged to include a wider range of operative skills but it is also enlarge by giving employees responsibility for basic management activities, such as deciding upon methods of work and the scheduling and planning of work.

A prime example of autonomous work groups is at the General Electrical Durham plant that assembles engines for the Boeing 777 there are 170 employees and only one manager. There are nine teams, each with only one directive: the day the next engine must be loaded. Teams decide who does which work; they schedule training, vacations and overtime; and they deal with teamate’s issues of productivity or lack of work ethic. But this is seldom a problem. Although there are no incentives other than promotion on the basis of skill, technicians are motivated by the work it self, the drive for perfection and pride for supplying one of the highest trust engines in the industry. Teams also send members to a work council that deals with issues such as supplier problems, computer systems and human resource issues. What is the manager’s job? Listening, informing, focusing the teams on costs and representing the factory to the customer and within General Electrical. (Maccoby, 2000:1)

Total Quality Management
TQM was the brainchild of an American the late W. Edwards Deming. (1900 - 1993) He helped Japan with its post-war economic recovery in the 1950’s teaching TQM principles to Japanese top management. Total Quality is a description of the culture, attitude and organization of a company that aims to provide, and continue to provide, its customers with products and services that satisfy their needs. The culture requires quality in all aspects of the company's operations, with things being done right first time, and defects and waste eradicated from operations. A successful TQM environment requires a committed and well-trained work force that participates fully in quality improvement activities. Such participation is reinforced by reward and recognition systems which emphasize the achievement of quality objectives. On-going education and training of all employees supports the drive for quality. Employees are encouraged to take more responsibility, communicate more effectively, act creatively, and innovate. As people behave the way they are measured and remunerated, TQM links remuneration to customer satisfaction metrics. (Macdonald, 1993)

Management by Objectives (MBO)
Management by Objectives (MBO) is a process between mangers and employees of agreeing upon objectives within an organization. MBO term was first popularized by Peter Drucker in 1954 in his book 'The Practice of Management'. The process requires that the manager and the employee agree through a participative process to what the employee will attempt to achieve in a set period ahead, and that the employee accept and agree to the set objectives. By in doing so the employee ensures commitment and productivity because the employee is part of the process. An illustrations of MBO in security management could be to allow sub ordinates to participate by quantifying Service Level Agreement targets in a security contract and let the sub ordinates participate in setting the objectives to achieve these targets: These targets could be for example: Contractual hours provide over a period of time. How many patrols must be done, how many car searches must be done, how many body searches must be done, customer related services, health and safety, value added services.

It is imperative that in applying the basic principles of MBO one have to stick to the prescribed SMART method. Objectives are demoralising if they are too difficult and it have no purpose if it is too easy. There for MBO introduced the SMART method for checking the validity and attainability of objectives and goals. Objectives should be Specific. Secondly goals and objectives should be Measurable. Thirdly they must be Achievable, too easy or too difficult objectives have no effect. Objectives must be Realistic. Realistic goals are potentially challenging but not so challenging that the chance of success is small. The final factor for a good goal or objective is that it is Time-based. There is a time based period attached to the objective, which have a beginning and an end.

According to McCormick and Ilgen (1981) goals and objectives have two major functions; they provide a basis for motivation, and they guide workplace behaviours. Goals guide behaviour in conjunction with feedback. Holistically viewed MBO would consist of Goal setting, Participatory decision making, Incentive systems and Job design. Management by objectives fail if it is solely used for the purpose of staff appraisals.

The primary objective of all of the mentioned participative management techniques is to increase productivity through employee motivation. This necessitates a basic understanding of motivation.

Motivation
Motivation’s history start with a concept of avoidance of pain and a search for pleasure to date with the acceptance that there are two types of motivation theories namely: Content theories which are need based theories and Process theories which are processed based. Content theories assume that all individuals’ posses the same set of needs and therefore prescribe the characteristics that ought to be present in jobs. Process theories stress the difference in people’s needs and focus on the cognitive processes that create these differences.
Examples of need theories are, Maslow need hierarchy, Douglass McGregor’s X and Y theory, Aldderfer’s ERG theory, Hertzberg’s two factor theory and McClelland’s need theory, and examples of process theories are J. Stacy Adams, Equity theory and Victor Vroom’s, Expectancy theory.

Definition of Motivation
The concept of motivation is so complex that theorists compiled more than 140 definitions but Buchanan and Huczynski (2004) definition describing, motivation as the cognitive, decision making process through which goal directed behaviour is initiated, energized, and directed and maintained, encompasses the wide range of key elements sufficiently. The key elements are distinct but related:
Goals: This determines the main motives for the behaviour.
Decisions: Subjective, cognitive reasons to pursue goals.
Energise: Effort and how hard the person try to obtain the goals.
Maintain: The determination and persistence for how long a person try.

Maslow Hierarchy Theory of Needs
One of the most influential motivation theories developed is the need hierarchy model developed by Abraham Maslow. Maslow’s theory of motivation claims that human motives develop sequentially and according to a hierarchy of given levels of need.
The needs been:-
1. Physiological needs - air, food, drink, shelter, warmth, sex, sleep, etc.
2. Safety needs - protection from elements, security, order, law, limits, stability,
3. Belongingness and Love needs - work group, family, affection, relationships,
4. Esteem needs - self-esteem, achievement, mastery, independence, status, dominance, prestige, managerial responsibility, etc.
5. Self-Actualization needs - realising personal potential, self-fulfilment, seeking personal growth and peak experiences. For continued self development.
The hierarchical approach of the theoretical model has two related aspects. Firstly it assumes that the needs are activated in a sequential manner with a need at a higher level only activated when the next lower need has been satisfied. Secondly when a need is satisfied it decline in strength and cease to be the dominant need. The declining in strength of as satisfied need asserts Maslow’s believe that a satisfied need is not motivational. (Robertson:1987)

The one primarily flaw in the theory is that people not necessary satisfy their higher order needs through their jobs. The preset sequential form of the theory and the inability to test the theory in research lead to serious criticism of the theory.

Clayton Alderfer ERG Theory
In an attempt to over come these criticisms Clayton Alderfer expanded and refined Maslow’s theory by creating his ERG theory of needs. He reduced the level of needs to three needs Existence, Relatedness, Growth.
1) Existence needs—desires for physiological and material well-being.
2) Relatedness needs—desires for satisfying interpersonal relationships.
3) Growth needs—desires for continued psychological growth and development
The basic differences between the Maslow’s and Alderfer theories are; Alderfer took the sequential hierarchy prescription of Maslow theory away and saw his theory not as hierarchy but more as a continuum and he noted that there can be more than one need at a given time. Alderfer also introduced a regression element when one need does not get fully satisfied the person regress back to the previous satisfied need, this regression element is absent in Maslow’s theory. Alders theory did offer an improvement on Maslow’s theory but it was not the breakthrough it intended to be and suffered the same criticisms as Maslow.

Herzberg’s Two Factor Theory:
One motivation theory that can be of huge benefit to the security manger is Herzberg’s Two Factor theory. Herzberg interviewed a number of people in different professions at different levels and the results of these interviews lead to the establishing of his two factor theory of motivation. He identified factors that motivate the interviewed people in the workplace and factors that cause job dissatisfaction: Achievement, recognition, responsibility and advancement were identified as the factors that gave employees an incentive to work resulting in job satisfaction. Hertzberg referred to them as 'motivators'. These motivators increased the job satisfaction of the employee and further increased their efficiency and productivity.
Factors like pay, work conditions, supervision, management and how the business is run, were identified as factors that prevented job dissatisfaction. These did not make the employees happy or have job satisfaction; it just removed the unhappiness out of working. They are also referred to as 'hygiene' factors. Such hygiene factors, if not satisfied, had an effect of reduced employee efficiency.

Herzberg believed that all factors fell into one of these categories and therefore had separate consequences. His research concluded that some factors fell into both categories although they held a stronger position in one of them. (Herzberg, F: 1968)

To understand Herzberg theory is actually very simple and the whole theory can be summed up in two questions:-
Which factors make us work? Answer the hygiene factors
Which factors make us work well? Answer the Motivators.
Or one can state. Our employment contract makes us work (Hygienic factors) but fulfilment of our psychological contract make us work well. (Motivators)

The following statement encapsulates the relationship between Motivation and Participative Management. “Employees are more committed and experience more job satisfaction when they are allowed to participate in decision making. Organizations have reported that productivity improved significantly when managers used a participative style.” (DuFrene, 2006:4)

Participative management, however, involves more than allowing employees to take part in making decisions. It necessitates the re-design of jobs where this participative management concept can function.

Job Design.
If high productivity is the cake then participative management is the recipe, motivation the ingredients and job design the oven in where this cake gets baked. Yet it does not matter how good and prescriptive the recipe is or how good the quality is of the ingredients, if the oven is not set at the correct temperature the cake will be a flop. This analogy illustrated the crucial importance of job design to harness participative management and its role to maximize productivity.

Job Design History
Early management styles and in particular Taylorism and Fordism had in mind to structure jobs in such a manner to create maximum organisational efficiency but it lead to monotonous jobs. These jobs were described in the traditional job description which contained the do’s and don’ts of the job. The job description simply spelled out for the employee what tasks the employer expects him/her to fulfil.

As management evolved and a better understanding of motivation was gained this understanding then had inevitable consequences for the traditional job description. The redesign of jobs arises from the idea that many people have a psychological need to extent their skills and to develop their competence. By designing jobs in such a way that employees can fulfil these needs an organisation can encourage employees to become more satisfied and motivated.

One of the most influential theorists in this regard was Herzberg. He promoted his theory on the basis it is inextricably link to the redesign of jobs to create job satisfaction. He strongly propagated job enrichment programs. Herzberg argued that job enrichment is required for intrinsic motivation and that this is a continuous management process.

Hackman and Oldman (1975) as quoted by Buchanan and Huczynski (2004) suggest job characteristics that motivate are: Skill variety of work, Task identity, Task significance, Autonomy, and feedback. Jobs should be designed where possible to include these characteristics.

The main types of job enrichment are job to fit, job rotation, job enlargement, Self mange teams or autonomous working groups.

Job to Fit
Job to fit starts at recruiting and screening and is aimed to recruit the “right” person for the job. You will not appoint an engineer if the position needs a medical practitioner. There are many managerial aids that can assist in this process. Psychometric test batteries developed to analyse particularly characteristic traits for specific jobs is available and can be used to appoint the correct person.

Job Rotation
Job rotation is the most rudimentary type of job redesign. The concept entails putting together three or four monotonous, usually unskilled jobs. For instance a security contract entails the covering of four different posts. The concept of job rotation would then mean the security officer will rotate during the course of a shift and do duty at each post. The criticism against job rotation is it is just the replacement of one monotonous job for another one.

Job Enlargement
Job enlargement involves widening the job prospects and to develop additional skills
Nearly all job enlargement projects entails costs and in that lays the criticism. Job enlargement could be adding only one skill or the redesign of the whole organisational environment.

For example Volvo auto manufacturer in Sweden in its efforts to reduce the instances of employee turnover and absenteeism in its manufacturing facilities, Volvo introduced innovative job enrichment programs including job rotation, management employee councils, small work groups, change implementation and employee oriented facilities.

Probably the best known examples come from Volvo’s plants at Kalmar and Uddevalla in Sweden. The Kalmar plant was a new factory employing 600 people in the south of Sweden. The Volvo management took a deliberate decision to attempt to design jobs in this factory that would be better from the workers point of view and as well as being efficient. The redesign entailed moving away from the standardized conveyor belt factory to a factory that involves more flexible working methods. The production process was then redesigned and based on groups of workers and not on the individual worker and these working groups had the following characteristics: They worked in quieter surroundings. They had individual meeting and rest areas. The group had responsibility for identifiable portions of the car. Manual controls were put in to override the computer controlling the production flow. Groups were given control of the work pace. Groups are responsible for their own inspections and quality control. Groups gave feedback on persistent or recurring problems and participate in solving it.

Volvo closed the Kalmar and Uddevalla plants for debateable reasons. At the height of production cars in these plants were produced at an average of 32 hours per unit where as the industry norm was 43 hours per unit underpinning the relationship between participative management, motivation and productivity.

Conclusion
Participation in management is a highly complex topic. Participative management has it’s origins in the 1920’s and till to date evolving where it reach the ultimate in self manage teams or where workers have full ownership of the organisation. The simple fact is that participative management arranges an acceptable relationship between management and employee. This arrangement has a profound effect on employee job satisfaction which leads to increased motivation, efficiency and productivity. The validation for this is found in countless empirical researches and anecdotal case studies, like the Hawthorne studies and McGregor’s theory X and theory Y.

The motivation theories presented all has their weaknesses and their strengths. There is no easy answer to the question. “What motivates people to work? When thinking about motivation it is important to take a long-term view. What is needed is a sustainable approach to maintain enthusiasm and commitment from the employees. This is not easy; but it is essential for effectiveness. Several factors, such as salary levels, working conditions and company policy, which de-motivated by being poor rather that motivated by being good is beyond the control and influence of a low level security manger or supervisor. The point is that security managers can not enhance their sub ordinates performance through these factors.

What the security manager can influence is the local work environment and particularly the way in which he interact with the employees through his leadership and management style in particular executing a participative management style. He can create a just and fair work environment fulfilling the employee’s psychological contract by applying the principles of the equity theory. Even the partial application of Herzberg two factor theory by security managers and supervisors can be successful because the positive motivator’s, achievement, recognition, the importance of the work itself, responsibility, and advancement of employees cost nothing and it is in every security mangers scope to promote it.

Absent in all motivation theories is the semantically notion human dignity only one aspect of dignity namely esteem get addressed. It would be beneficial for the future to apply this notion in conjunction with motivational concepts when you manage with the goal of improving motivation and participation. Human dignity eliminates all bad discriminatory practises like, sexism, racism, and ageism and that in it self could have a positive effect on motivation.

When designing jobs for security it is in particular problematic because in many cases especially in guarding the requirement is presence and not intellect or ability. This resulted that virtually all management systems in guarding even in the large global organisations are authoritarian applications geared to ensure presence and very little else. With sound academic knowledge the security manager can go along way in making a difference in creating a work environment conducive for jobs satisfaction and the golden threat creating this environment is acknowledging the employees dignity and let him participate in the decision making process in what he is doing.

Participative management is not an instant panacea for bad, low productive or non functional organisations and it fails in many organisations for precisely this reason. Participative Management is a complex fully integrated management method that needs constant improvement, innovation and participation from all. Dit is Saterdag Middag ek is moeg voel nie lekker is by die werk en op half uur tee breek.
Ek loop na 'n kafee naby die stasie en koop 'n koeldrank . Terwyl ek staan om te betaal sien ek 'n plakaat Lotto Rollover Saturday night expected 15 million pounds. Ek se vir die kassier hy moet my maar twee quick pic's gee. Hy vrae wat is dit ek verduidelik dit is waar die rekenaar vir jou nommers gee. O sy hy hier in UK noem ons dit Lucky dip. Ek se gee my maar 2 lucky dips dan.

Van oggend by die werk nadat ek die koerant twee keer deur gelees het onthou ek eers van my twee lyntjies lotto.

Ek kyk en ek kyk en kan nie my geluk of my ongeluk glo ek weet nie of ek moet lag of huil nie .
Op die eerste lyntjie het ek die laaste vier nommers reg en op die tweede lyntjie het ek die eerste twee nommers in so op die twee lyne is als ses nommers. Pa se tips

Skyfskiet

Dit behaag my twee seuns Roelf en Dirk om te begin deelneem aan die skiet sport. ‘n Sport wat ek dog sou uitsterf op skool na die nuwe regering in 1992 skool .22’s verban het, so ek was half verbaas toe ek hoor die twee gaan begin skyf skiet maar tog inniglik bly.

Skielik is daar ‘n herleweing in die sport maar hierdie keer is die geweer ‘n windbuks. Ek myself was op my dag nie ‘n te vrot geweerskut maar ek kon nie dieselfde se van my pistool skiet vermoëens.

Maar tog het die sport my altyd gefasineer. Dit is uitsluitlik ‘n sport waar jy teen jou eie vermoëens kompeteer. Dit is jy jou geweer en jou teiken. Jy kan nie ‘n skeidsregter of iemand wat ‘n onregverdig beslissing maak veroordeel of enigiets anders dan jouself blameer as jy faal om sukses te behaal.

My besoek aan Suid Afrika:

My besoek "home" is 'n jaarlikse instelling met hoogte punte en verseker laagte punte ook.

My opgewondegeit begin algewoonlik so 2 weke voor ek vertrek van die eiland af. Nou daar is vier goed wat my lieries opgewonde maak. Die vier goed is al tradisioneel deel van my" home visit."

3. En die geleentheid vir 'n dag of twee in die natuur en -
4. Swaer Wilhelm se potjiekos

Die laagte punt is seker ek kan nie meer positief oor Suid Afrika raak nie. In die 20 dae wat ek by die huis was is sewe polisiemanne vermoor en elke persoon wat ek teegekom het , het 'n traumatiese ervaring met misdaad gehad. Van ons koshuis matrone wie se suster 'n boervrou van 71 is wie se kop en skedel inmekaar geslaan was met 'n hammer tot Greytown Office se indier aflewerings man wat gekaap was en toe in Muden dood geskiet is elke persoon en elke ras het deurgeloop. Dan is daar ons self as gesin wat vir die eerste keer in 10 jaar wat ons die plaas het nie daar kon gaan jag nie agv dreigemente en dat ons totaal onveilig gevoel het. So die geleentheid vir 'n dag of twee in die natuur was daar mee heen. Maar genadelik het vriend Deon opgemaak met 'n duiwe jag , by Eddie Meyers se plaas. Beide wil ek bedank vir 'n heerlike ervaring waar oor ek later meer volldig verslag sal oor doen.

So was my besoek ook vol verrrassings. Dit was lekker om die twee nuwelinge in die familie te ontmoet. Was heerlik om neef Wium na agt jaar weer te kon sien. Heerlik om met Jaco studie materiaal en studie wenke uit te ruil. Dit laat 'n ou nie so eensaam voel nie. Dit was ook lekker om te sien Oupa Dirk en Ouma Martie kap dit nog so uit.

Die ADENDORFF's het net twee meisiekind klein kinders , die oudste klein kind en die jongste kleinkind. Net mooi so 24 jaar uit mekaar uit.

Terug op die eiland,

So het die drie weke ook soos 'n oogknip verby geskiet . Mens wonder dan waar begin jy met jou blok , want so baie dinge het gebeur die laaste drie weke.

Ek dink die beste plek om te begin is waar mens gelos het. Wel ek het gelos by die Jesus sokker ding. Wel drie weke later het ons 'n resultaat in die wereld beker sokker en ons kan sien hoe het die "jesus'ese" gevaar. Wel hul het nerens gekom. Alles hier op die eiland is statistiek , elke belieds,politieke, bestuur of enige sosiale besluit word geneem op die navorsing wat die statistiek aandui.

Vanoggend begin die nuus op BBC Breakfast Tv met , Navorsing toon dat vandag 23 Junie 2006 die enkle dag van die jaar is wat mense op hul gelukkigste sal wees. (Hoe het hulle dit geweet , tog so waar , want vanaand vlieg ek af van hierdie eiland , en dit is 'n vreeslike gelukkige gedagte om vir 3 weke nie hier te wees nie )

'n Opname gepubliseer in die koerant hierdie week, waar kinders gevra was wie is die beroemste persoon. Toon die opname dat sokker held Wayne Rooney meer bekend en magtiger is as Jesus in die oe van die kinders.

Police overworked, disinterested

The police are overworked, underpaid, disinterested and totally corrupt. The basic theme of this ill-thought statement of his is: Bugger off and look after yourselves. Of course, when we do so - whether it be a mob or a home-owner shooting some burglar/rapist/murderer-to-be in our homes - we, the people, are the ones who wind up in court.

How are we to look after ourselves when it is basically illegal to obtain a fire-arm for self-defence? It is about time that this attitude is removed from our society.

There was crime in the townships in the past. This is, however, not a reason to encourage crime in SA to get back at the "previously advantaged" people - many of whom, like me, were not even old enough to participate in electoral activities anyway.

I wonder, sometimes, whether the ANC's goal of equality is not based more on reducing us all to the lowest common denominator, rather than up-lifting everyone to a place where we at least have a fighting chance of success.

Sondag Ding is 'n week sewe of agt dae

Sondae ry ek bus werk toe , want die tube stasie maak te laat oop . Nou dit is my gewoonte as ek bus ry om in die eerste sitplek reg voor in die bus te sit. Die naaste sitplek aan die bus bestuurder. Ek basseer hierdie gewoonte op die hypotesis dat die bus bestuurder het natuurlik instink om te oorleef so verder jy weg van hom sit hoe groter kans het jy om te sterf in ongeluk.

Die bus bestuurder is ook die natuurlike punt vir konflik. As jy dink jy het als gesien as 'n boer 'n taxi drywer se moer suur gevloek het in Suid Afrika dat het jy nog niks gesien.

Ek het nog nooit een persoon tee gekom wat soveel "abuse" vat soos 'n London bus bestuurder.

Irritasies is verbind aan die moment. Wat 'n irritasie is op 'n Maandag middag is nie noodwendig 'n irritasie op Saterdag oggend, maar glo my die heel week se irritasie is relevant op 'n Sondag oggend.

Nee se die bus bestuurder dit is betaal vir sewe dae en ry vir sewe dae. "Unbelieveable realy unbelieveable!!! " skree ouboet nou.Terwyl hy in sy sakke rond krap vir 'n pond vyftig vir 'n buskaartjie. Maar ouboet wil nie opgee. hy stry nog een stryk voort. Hy het dan laas Sondag 'n die pre paid kaart gevul met 'n week se krediet en dit is vandag Sondag so dit is een week.

Nou kom die irritasie ouboet het nou al almal se tyd gemors omdat hy nie die bestuurder gehoor het in die eerste plek nie, nou mors sy argument verder ons tyd.

Oom besluit toe maar om ouboet te help in sy eie taal. "Ouboet Sondag tot Sondag is agt dae , en Sondag tot Saterdag is sewe dae, en glo oom dit is betaal vir sewe en ry vir sewe. JA AFRIKANER MAN,

Die vraag is seker. Hoe gaan dit met die studies? Wel dit gaan goed . Geniet en dit is lekker.
Dit moes seker ook maar gebeur het. Dit het nou al twee keer met my gebeur dat ek so verdiep in my boek raak dat ek die stasie waar ek moet afklim , verby is.

Ek studeer in blokke van 40 minute nie langer as twee ure. Maar partykeer is ek so opgewonde dat ek nie kan wag vir die volgende 2 ure , so al wat ek kan se ek geniet dit al is dit 'n moerse klomp werk.

Nou is die vraag wat leer ek? Nou leer ek so van waar woorde vandaan kom.
"leadership" is oorpronklik van die weermag en "heirargie" kom van die kerk se woordeskat en woorde kom uit tydperkte waar die spesifieke instansie in beheer was .

Net Oom is Afrikaans,

Wel dit lyk asof die langste winter in my lewe nou besig is om verby te skuif. Ek het vir die eertse keer Oktober laas jaar amper geverk van die koue en dit het voort geduur tot laas week. Op die vingers gee dit jou 'n hele ses maande. Voel of die somer eiteindelik aangebreek het. Ons het 'n lekker paar dae agter die rug.

Ons beleef een van die ergste droogtes in 100 jaar. Daar is klaar water beperkings in plek en dinge lyk nie te goed so tussen die droogte en die bird flu. Weet nie waarop ek gaan leef as die bird flu toeslaan want hoender is my stapel voedsel. Nie omdat ek wil maar omdat Iceland hoender so goedkoop is.

Gister middag in die Happy snappy winkel toe ek paspoort foto's gaan maak het. Kom hier die verliefde afrikaanse paartjie ingestap. Net hanne en oe vir mekaar. Maar in tipiese afrikaner tradisie , ag hul is tog so goed gemanierd. Se die jongeman vir my " You can be first Sir"
Ek antwoord hom toe maar in afrikaans. "Ag wat ou seun , ek is alreeds gehelp, jy kan maar voor my gaan."
Hy skrik so groot vir my afrikaans, dat hy toe sommer begin afrikaans praat met die winkel assistent , wat onderomstandighede en vir baie goeie redes nie 'n woord afrikaans kan praat want sy is engels sy is in Engeland, sy is in London, sy is in Greenwich.

Dit is toe waar poplap in die storie kom . Sy vra toe vir jonge kom jy reg. Hy antwoord toe.

"Nee dol nie eintlik dit is net oom wat afrikaans praat."

Studente lewe

Wel die orienterings naweek by die universiteit het gekom en gegaan. Was lekker en dit was interesant.Die eertse vraag is , is ek bang vir dit wat voor le. Nee ek is nie , moet erken dat ek bietjie oorweldig is met die intensiteit van my kurses.

So vyf dae is verby wel ek het darem my eerste 10 ure studie tyd agter die rug. Brein voel gemuf maar metter tyd sal dit seker beter gaan .

Die eerste ding wat ek mos afleer is om in die oggend die vry koerant te gryp vir my uur op die underground. Wel nou is dit een of ander MetaLIb Journal printout on mangement wat my vergesel op my rit.

Tyd bly maar altyd 'n kwessie. Ek het gedink ek is 'n kitskos expert maar ek sal nou met die studies self dit aandag moet gee om nog gouer en vinnger kos te maak en om agter die boeke in te kom. Daar is mos 'n ding so 'n studente dieet . Sal seker nie dooi.

Wel my dag het uiteindelik aangebreek ek dog ek sal jul bietjie vertel van my Universiteit . As jy op die kaart kyk sal jy sien dit is so 2 ure noord van London in die engelse middle lande

Loughborough University het ‘n personeel van sowat 3,000 mense en so ongeveer 12,000 studente dit als op ‘n indrukwekende 410 acre .- Dit is een van die grootste universiteite in die UK.

Well ons almal wil altyd spog maar kyk na die pas afgelope Commonwealth games in Melbourne Australia op die sesde dag was die medalje table as volg. Aan die einde van die spele het my universiteit 30 medaljes in total verower teen Suid Afrika se 33.

Jy gaan na jou naaste Polisie stasie en jy gee jou vingerafdrukke. Dit is ‘n tydsame proses en jy kan so lank as ses maande wag .SO DOEN DIT VROEGTYDIG. Daar is ‘n fooi wat die polise vra vir die diens iets soos sestig rand. Sou jy dit van hier doen kan dit jou tot duisend vyf honderd rand kos.
2. Die tweede punt is die wet vereis dat jy ‘n werk geskiedenis van elke dag vir tien jaar moet verskaf of indien korter as tien jaar terug tot skool of universitiet. Elke dag bedoel elke dag insluitend elke dag wat jy werkloos was. Jy sal ook moet bewys lewer van die tye wat jy werkloos was.
3. Die derde punt is persoonlike verwysings . Jy sal twee persone moet opgee as verwysing wat jou langer as tien jaar ken of terug tot by skool of universiteit. Die persone sal jou so goed moet ken dat hulle jou tye van wekloseheid kan bevestig.
4. Kom voorberied met name adresse van vorige werkgewers , Skole ,Universiteite , Technikons, Kolegges,. Dit sal jou aansoek on sekruteits werk baie vergemaklik.
5. Sodra jy hier aanland en so gou as wat jy ‘n vaste address het , bestel ‘n lisensie aansoek van die volgende webwerf http://www.the-sia.org.uk/home. So wanneer jy vir werk onderhoude gaan kan jy alreeds se jy het aansoek gedoen vir die lisensie of jy het alreeds 'n aansoek vorm.

Die meeste groot en goeie maatskapy gee gratis opleiding aan hul personeel. Moet nie hier aanland en vir sekruteits opleiding gaan betaal wat jou derduisende rande gaan kos, soek werk by maatskapy wat alles vir jou verniet doen.

I am enrolled on a MSc course in management starting April.

Is it because the Macdonald waiters all have BA hons.
Is it because of the pension black hole.

What a previlledge to obtain a 100 % bursary and then be excepted at one of the top business schools in the UK.

What I experience is the absence of fear. Is that the benefit from be more mature, more experienced ? I have this mixture of emotions, childish excitement , mature responsibility. But most of all greatefullnes , greatefull for the oppertunity.

For me a child of Africa this is a fairtale come true.

It took 45 years to come to this point because I am not previledge.

To my family I am doing this for you.

My mening en wat ek dink van die wereld nie dat ek dit beinvloedswaardig of van enige

Major strike 'just the start of pension war'

Dit is nie net julle daar in Suid Africa wat strike, ons het ook ons issues hier op die eiland. Die grootste strike sedert 1926 word beplan vir more,, wonder hoeveel sal dood wees more aand. Of ons julle security guard strike van laas week se skade wat aan gerig is kan ewenaar.
